Fees and grants are in both testing *and* stable.

They don't make any difference, because all they do is affect your  
credit/debt with the religion/guild.

Unless people are conscientious about it, you'll never see a penny  
put into the temple because of a monthly fee.  The only difference  
now is they're reminded by their negative balance that maybe they  
*should* put money in.
