That claim was made many times, and only ever substantiated with a very 
few individual cases. I can, and have, review _all_ open/recent cases 
and the majority of judgements is good.

I've commented on that before and explained why it isn't like that.

Five judges are selected. Three judges have to say "good" or "bad" for 
the decision to be made.

Point three is a misunderstanding of the game mechanics, and the other 
two points were discussed and refuted before.
