Yepp, read that. But if you want the effect of that tax change to be
nullified, then thats the only way to loop around it. But I guess ppl
shouldn't be much worried about that, Tom said only 50% of the regions stats
will get affected from the change.. so that leaves only curiously crazy
person might do that.

Sure about that, because I haven't seen people secede when the regional
stats are low. :D
