Well, you have to set the limit somewhere on what is acceptable and what 
is not. The way the tax calculations are set up, if an 50% tax rate was 
allowed, an city worth 2000 gold would net in 7000 gold in a tax week. 
You can see how it would make the game very different. Then you've got 
the region penalties that need some limit from where to determine how 
bad things get in the region.
