[Discuss] Change tax settings

Nowadays tax changes have an immediate effect, while it always was my
understanding that this is a turn based game. How can everyone be upset
about the high tax while they have not even been collected yet? (that
happens at turns as well if I'm not mistaken, because allmost everything
happens at turns)

Recently Perdan city was struck by a huge morale and control loss because
the duke was testing how far he could go with the taxes - he checked out 50%
which caused immediate loss of the good stats.
I didn't really know what was going on and thought it happened only after
the turn - as I still thought tax changes only had effect after the turn, so
I tried in my region to see what kind of message I'd get when the tax was
that high. This is what I got (which I actually expected as well):

*Your tax settings have been updated.*

*Rumours reach you that the peasants are plotting a revolt to topple your
ruling of extravagancy!*

*Warning: Insanely high tax rate!*

So I immediatly switched it back but then my morale and control immediatly
fell from 96% to 66% and from core to province, while I don't think I'll
ever get to see an extra penny from that insanely high tax rate, in fact I
will lose gold now because I will have to set my tax rate much lower then
usually now.

I honestly think that it would be better that this immediate effect is
changed back, as - if I recall right - it didn't use to be like that. Or
otherwise that lords get an option to send their stewards out to poll what
the effect of a certain tax rate would be. Normally you need to search for a
good tax rate, by raising or lowering the tax rate a few times and that has
been made very dangerous now.
