Would it be possible to somehow allow the property tax to be progressive 
like it used to be in the old tax system?

You could make it so you set the base tax rate like you do now and if 
you wish, you could set the tax rate to increase by x% ever y gold.

So you could have a 15% tax rate at above 100 gold, but when you've got 
over 200 gold you'd end up paying 16% tax and at over 300 gold you'd be 
paying 17% etc.

The current system just lets dukes etc. horde up massive amounts of gold 
without the banker being able to do much about it, because taxing 
someone at a 25% rate when they have 110 gold would just be mean.
