[Discuss] Rebellion question

When a rebellion is launched it happens in the capital of the realm.

Question: Does the militia (if any) in the capital automatically take sides
with the loyalist forces, or are they neutral?

It would seem that if the militia took sides, the rebellion would almost
certainly be defeated, since most capitals have an enormous amount of
militia CS.
