If you have an idea of multiple accounts in question, initiate an complaint
with the Titans that includes all accounts suspected.  Also, include as much
information you can include.  Circumstantial evidence at least lets them
know where to start peeking around, though hard evidence is always much more
helpful.  However, they have tools of their own to work with.

Unfortunately, filing a report regarding a single character/account is
ultimately useless, so be sure your suspicions at least include 2 parties.
