Mmm, I quite disagree with this.

Yes, there need to be restrictions on using those--pretty stringent  
ones, too, otherwise a ruler *can* just decide all on his own to take  
over.

But what you suggest puts it more or less back the way it was before,  
with the only way to change an existing government being to rebel.   
That's far *too* restrictive.

No, what we need is harsh penalties for making too many changes, with  
the degree of penalty depending on just which kind of change you're  
making--for instance, changing from more elections to less should  
always be a bigger penalty than the other way around, and changing  
the ruler position to less elections should give bigger penalties  
than the other positions.

If you risk half the realm going rogue and the other half being  
seceded by the Dukes you cut out of the loop by seizing power, you're  
definitely going to think twice before trying it.
