I believe Tom has stated more than once that BM is based on the feudal
system which underlies everything, so I do wonder why he put in
different gov't types.  The way I've been thinking about it is to append
Feudal- to all the types so that you have Feudal-Democracy,
Feudal-Republic, Feudal-Monarchy, and Feudal-Dictatorship.  A
Feudal-Dictatorship does give more power to the dictator, but it is
still based on the ideas of feudalism.
Think of it as Richard III.  Richard couldn't just tell the Duke of York
that he is out of a job.  He might assassinate him in order to install a
different York that he liked better though.

Was that entry in the BM wiki written or even endorsed by Tom?  If it
was then he must have changed his thinking since that time.

Yes, the quote was from the BM manual at

written by Tom originally but other then some minor changes remains the
same.

If we look at your idea of Richard III then perhaps a dictator-ship
should have secret police with powers that go beyond those of the other
government types.  As for adding feudal in front of all the government
types... respectfully, that's just putting some window dressing on
things and not really addressing the issue.  If everything is feudal
(which I agree that it is) then let's just do away with pretending all
of the other options because there is really no difference other then a
few people that occasionally try to role play differences into the
situation.
