I would imagine the larger your alliance, the less your people trust that
their government can actually hold its own in the political and military
arena. Set up a formula where every alliance formed beyond n causes
x^yslow drop in loyalty/rise in independence (where x
is the base percentage and y is the number of alliances above n).
Federations can have a little more flexibility within the federation, but
alliances outside the federation stir up independence at a faster rate.
