Which brings up an idea that's been floating around in the back of my
head for a long time now: dividing regions into dozens of much
smaller parcels, which would allow for regions to change size by
taking these smaller parcels by force, by trade, or whatever other
means they can come up with. Naturally, regions that are too large
should have similar problems, on the region level, that realms that
are too large have--and regions can never be destroyed or created, so
a region can only get down to a certain minimum number of parcels (or
absolute land area) before you have to find some other way of proving
your manliness...
Kinda crazy, but it would certainly create that incentive you're
looking for ;-)
