It's been done...I don't think it would help much.  There was a brief  
flurry of activity that has now settled down into a near-total peace  
on the whole continent.

No, if we want to create more war, we need to remove the biggest  
danger of it: that declaring war on Realm A will result in Realms B,  
C, D, E and F all jumping in to pound your realm into powder.

There have been various suggestions for that in recent times, which  
you can check the archives for and I can't think of offhand.   
However, many of them failed to take into account that this is not a  
problem of code so much as it is a problem of attitude--specifically,  
that everyone wants their realm to be on the "winning" side of  
everything, and so gangs up into large alliances.  It may be that  
with some changes in code we can adjust this attitude, or it may be  
that we need to start education/propaganda campaigns to shift people  
away from it (or both).

However, it is *not* an easy problem to solve.
