[Discuss] Feature Request: Lords in a duchy have claims on duchy seat

Does it make sense to anyone else that the lords of the duchy would have 
claims on the ducal seat?  As in, I have a lord in duchy X, and the 
duchy has no duke.  Shouldn't he have at least as much right as mere 
knights of the city to hold it?
