[Discuss] Capitals

[Phil Moniz]

This has been changed a few times in the past 2 years, but I was wondering
what the current policy on realm's changing capital cities. I recall it was
not allowed for the purpose of locating a capital closer to the front of a
war, though it was done in recent months on the war islands. I seem to
recall that it was allowed done once only, or something like that.

If someone could please clarify that I would appreciate it.
