If this were the reason, then you shouldn't be allowed more than one 
position at all.  Why make a special case for a high position only when 
on the same continent and different realms, when you can have the same 
sitation allowed on different continents, or within the same realm?

There has to be some other reason against this, and I can't yet see it. 
  Tom's helpful reply of "no" doesn't really shed much light on it 
either, sadly.

It looks to me like a rather random inconsistent thing, and seems rather 
unfair - if you happen to have characters in different realms, but on 
the same continent, then one of them can't progress past a certain 
level, but if you have them in different continents or the same realm, 
then it's ok.  I just can't see the merit in that.

Though I do actually agree somewhat with Gloria's comment - and 
therefore to make it fair, I'd actually rather see it become impossible 
to hold more than one government position regardless of what realm or 
continent you're on...!
