Yes indeed there are still three realms.  Crazy huh?  

And yes, while it certainly is possible to go around the messaging system and get on some kind of IRC or something else - that is as far as I know frowned upon in this game.  You are supposed to use the in game messaging system to conduct game business, so if you're discussing treaties and what have you outside the game, that is "illegal" in terms of the game.

If all of a sudden we found realms working together, then it would be obvious they are going against the spirit of the game and they can have the Titans deal with them.

Any other ideas on how to make that island an actual war island?

Council position turnover every month so players don't feel their characters deserve to be in positions of power month after month...if those that served are made ineligible for election then it increases the chances of getting someone that is less likely to "play it safe with their character".
