[Discuss] Elections bug?

Recently our Judge had lost her hours in realm due to a previous bug yet she
showed up on the lists of candidates normally, not in parenthesis, so I (and
most of the rest of the realm it seems) voted for her.  But when elections
happened it said that I had wasted my vote.  Is this a bug?

Also, how long does she need to wait before becoming eligible again?
