I'd have to say no to this. Religion is still in it's infancy in BM and thus
not acting quite as expected. Spring time in faiths saw the creation of
many, but most with no real substance, and more as a tool of nations. Summer
is approaching now with more people working hard at the faiths, and newer,
complex faiths being designed (AKA: The Way) while those that exist are
breaking away from their parrent realms some what (Valentic Order was based
in two countries that no longer exist, yet the faith keeps them together).

The system has not matured yet so I'd not say it's a failure.
