According to the wiki: As well, they can be damaged by enemy troops
occupying a region using the /raze fortifications/ command, or repaired
by region <http://wiki.battlemaster.org/index.php/Region> lords and
large enough units <http://wiki.battlemaster.org/index.php/Unit>.

And what would it do? I don't see how a "carnival" is going to raise
production, if anything it would lower it since people would be there
instead of working. And option to actually increase the population by a
bureaucrat would be nice, however. Giving the same option (raising
morale and loyalty) a different name does not make it any more exciting
though. Nor does having the same options throughout the whole game.
That is part of what makes battlemaster as fun today as it was 3-4 years
ago. The constant change.
