Please tell me where this options is.  I am talking about repairing 
fortifications, remember, not region production.  I have never seen this

Yes. A lord can do it.  That's the whole problem.  Only a lord can do 
it.  No-one else gets to do it.  The lord can still do it, and it would 
be a bigger festival, a massive affair, creating big benefits.  A 
bureaucrat would only make a little festival - maybe we should call it 
something else, like a carnival or something, or a fete.  It would have 
less effect than a lord, but at least we get to do something.
