It depends on how high the bribe must be to (nearly) guarantee success.  If 
the bribe cost 400 gold, rulers will have to raise the cash (cash bonds, 
family support, etc.) before being sure they will be rid of a character.  
They also have to decide if 400 god is worth getting rid of the character 
slightly sooner than the judge could issue a ban.

It would still allow the ruler to strip titles, eventually, without spending 
the gold if he can't convice the judge to issue a ban.
