Maybe--**maybe** in a Tyranny that should be the case.  But these are  
*nobles*, who (theoretically) hold their positions by birthright.   
They're not just employees you can shuffle about on a whim.

Um, in a Republic and Democracy there are appointments all the time that are done by the Ruler...

The option really should be based upon what type of government the realm is using.  Or save us all this debate and get rid of all government types that aren't Monarchy or Dictatorships as at least then we can debate that it should be "feudal" like instead of this hybrid mess that it is now.
