To do what you suggest would be to create a huge imbalance in favour  
of the ruler.

The Ruler should be able to dictate who is Lord of the regions he rules...the problem is that we have conflicting issues.  We have players that complain about lack of turnover for region lords and council positions and then we have a means to enable that turnover that is more severe than what it could be.

As long as we have a variety of realm government systems (Republic, Democracy, Dictatorship), there needs to be a way for the Ruler to remove those from lordship that he/she no longer wants there for whatever reason without making them suddenly "less noble".
