why ooc thinking? having a bunch of monsters rampaging through your 
estate that could have been avoided by employing some commoner hunters 
is rather IC, isn't it?

I generally think of it this way. they might be commoners, but they 
might be working for someone... say.. the judge - which is somewhat true 
in the CE's case... granted his message was old and isn't in the judge's 
bulletin.. which may or may not make a jot of difference. so whilst you 
might treat commoner as fodder as your right, if you pick on the wrong 
person's commoner... expect consequences.

one might even say the action of arrest is ooc motivated too (eg.. 
manual says try everything)
