I guess I do not understand how people cannot figure out when to use
Role Play tags and when to use letters.  I think Tom's definition is
pretty clear cut but for the sake of clarity this is an example of a
role play.  Please note that I am describing my character (an
infiltrator) in the third person and setting a mood and opening up
opportunities for other players to respond and build a story upon what I
have started.  Sadly in this case that did not happen so I assassinated
them anyway. *grinning mischievously*

Message sent to everyone in the region Ibladesh (24 recipients)

~Remorse had been sitting in the shadows of the roof line for some time
now. The days had drifted slowly by and the murmur of the people below
in the market place had been a constant hum in his ears.

Long had he been searching for his answers. The need to understand who
would want the death of a friend, his queen, drove him to search for his
answers across the whole of the island. He had spoken with many people,
some friendly and some not. But he had slowly pieced together the pieces
of a puzzle and the picture was becoming whole. Avamar was still
whispered in the dark places.

For a while Remorse thought the rumors might have been simply that, but
when he discovered a temple in Sordidus that had been over looked,
escaping the destruction of the rest, he knew that the religion of the
dead realm had not died with it.

In the end the search had brought Remorse to Ibladesh. The city that
many from the dead realm had come to seek refuge in. Apparently, those
in headship of the temples were still plotting and scheming as they
always had. Seeking to pour out their revenge upon those that they
assumed brought an end to their realm long ago.

Below he saw a priest. It was time. As he slipped quietly down off the
roof into the alley Remorse smiled remembering the potato garden he'd
planted in the slums so the commoners would have food to eat.

Remorse moved quickly for he knew that he could follow the priest and
she would lead him to the secret meeting place. There he would find the
answers to his questions or someone would find their way to the next
world.~

Obviously everyone will have a different style but this is (at least to
me) what should be an example of a role play.  If I had been in the
region and just said "Hey, I'm here or answers" that's probably a
letter.  And as much as I love Vikings, HARHAR HAR does not constitute a
role play.
