And if you reduce the effect they have, then religion becomes pointless and
even more boring than it already is with nothing but state religions.
There needs to be incentives for realms to allow multiple religions in their
regions. Think about the carrot and the stick.
We've already got the stick: Religions restricted to one realm will lose
followers/effectiveness/whatever.
Now we need the carrot.
I have no idea what the carot is. But if you keep trying to convince people with
only a stick, they'll just keep resisting. You have to make people on *both*
sides of the issue want it.
