I think there are times when single-state religions/single-religion
states are appropriate, and we shouldn't try to make them entirely
vanish, but I also think we need to make religions more able to
become multinational.
A few ideas:
1. Priest locations show up on TL chart like infiltrator locations.
That is to say, the ruler won't know where they are.
2. Allow elders in a religion access to "important orders"
3. Allow region lords to send a certain % of their region's income
directly to a religion, and also allow realms to send a certain % of
the to realm income to a religion.
4. This one may be a bit "out there", but make it so that when a
priest is banned from a realm, they don't go rogue, they go, erm,
something else. Something not immediately executable in any realm,
and something that will not be automatically detected and attempted
to capture, but still not part of their original realm.
5. Finish up the "declare a religious state" feature. I've been
drooling over it for a long time now, and click it every so often,
praying that it will work, somehow, miraculously....
6. Tie in religion to honor/prestige. If someone is demoted (or,
worse yet, excommunicated!) in their religion, (I'm thinking, not by
rank in general, but from applicant to member to elder), make them
lose honor/prestige. if they are promoted, make them gain honor/
prestige. That lets priests gain a little bit, and also gives
religions a bit more power.
7. Along with (or maybe attached to) the "cause unrest" option could
be an "incite a mob" option which would, essentially, create a mob of
hostile peasants (naturally, it would be difficult and risk capture)
Those are just what I can think of off the top of my head. I'm sure
the other people on this list can think up better ideas, or build on
those ones.
