No. What we need is to convince the religious leaders that religions
*are* for their personal use. And not for their realm's.

How? Give religions more powers. If religions can actually *do* useful
things, like taxing peasants or causing uprisings... Then a state
religion becomes a very powerful thing.

And if you then want a state religion to win that war.. Fine. But it's
a matter of time till the religious leader decides that it's him who
runs the realm instead of the ruler.
