It will provide *some* incentive, but not enough.  It's not personal  
enough.  If people discover that suddenly they're making less than  
1/4 what they made last week, that will make them want an oath.  Just  
seeing a drop in production will make most people think, "Well,  
that's the bureaucrats' job.  I'm a soldier, so I don't have to worry  
about it."
