Why not?

If you have an alliance with them, one clause might very well be "we  
won't tolerate any criminals from your land in ours."

Or you could simply pass a law (or, in an absolutist regime, issue a  
decree) that anyone convicted of a crime in an allied realm would be  
banned if they ever joined your realm.

Just because you don't *HAVE* to ban them for crimes committed in  
other realms doesn't mean you *can't*.
