Massive boredom!
If a relam has 50 nobles, maybe 25 will actually talk, and then only
15 frequently. Split them over three duchies and you've got 5 people
per duchy that actually talk. What you'd most likely end up with is
all the talkative people in one duchy, and the other duchies
massively neglected and silent. I'd feel sorry for any new player
that joins that realm in the wrong duchy.
