No, what you described *cannot* happen.  Marshals have 2 formation  
settings: offensive and defensive.  You *cannot* use infantry charge,  
which is an offensive setting, when you are behind walls, because  
that necessarily means you are defending.

As Robert Croson says, that doesn't prevent people from using other,  
equally stupid settings behind walls; however, what you described  
never happened (unless it was a bug from a long time ago).
