[Discuss] vulgar speech police

I have only had limited experience with the option, but the few times  
I have had the option to rate a message as vulgar or not vulgar (from  
someone else clicking the link) it was a message I had already seen.   
I don't know if that means it picks from the realm, the region,  
people who have seen the message, people nearby, or what, but it  
seems likely that it is one of these, and not just random people on  
the island.
