Exactly.

The planning is more detailed, but the "randomness" was controlled 
before.  Now, where there was redundancy (many marshalls with the same 
settings, to cover an absence), there are now multiple points of failure.

A marshall pausing, getting wounded, or simply getting delayed on the 
eve of battle can now be disastrous.  This is not reliability.
