I would tend to disagree. So long as the general (or anyone in the realm, 
really) has no way to see who's in what army (without asking the marshals, 
who often aren't online at the same time as the general, and are 
occasionally missing entirely), the army system won't be used - or people 
will stick everyone they can into one big army and be done with it.
