My judge on EC has 53 repute. She's not a buro, so it could only have come 
from police work and/or holding court. I haven't been in my own duchy since 
Rep was added, so I'm getting it outside my own duchy, too.

You don't get it all the time. Maybe you've just had bad luck with it.
