The problem is the regions incomes vary quite a bit. 30% out of a 
Townsland that produces 450 gold is quite a bit more than 30% from a 
badlands region that produces 150 gold. Not to mention the Badlands 
region would have serious trouble trying to pay the needed knights a 
decent amount of gold and still leave the lord with at least some 
income. The gold is already spread *very* thin in some regions, it 
doesn't need some mandatory duchy share to make things worse.
