In a Feudal system, the regional obligations were to train and equip
men-at-arms -- knights. They sent money or goods up the chain in lieu
of that obligation, or if their contribution amounted to less than a
full knight.
Battlemaster policy has been explicit -- most nobles should be sworn to
a region. As has been discussed lately, most regions can barely support
the knights that they need (for estate management). Requiring a
substantial duchy contribution would cripple poorer regions.

The Duke and Kings can already pay for knights. Cities, after all, are
the richest regions of a realm. (Strongholds are another matter, but
they're relatively rare). Kings should have only a few personal knights
under the system anyway, but I hope that a king would have the political
clout to get a reasonable "to realm" share set.
