Same with region lords. When you are fighting against a single enemy the 
problem regions with no lord will generally be adjacent, and clustered on one 
side of the realm. The need to hold court will be minimized by the fact that 
when the war progresses past the region, the stats will be brought up, requiring 
minimal court work.

Police work can substitute for courts. Normal Police Work will do once control is 
at Core.

Yes, the message you get when doing survey work says this, but the effect 
must be small. One or two percent. Even so, it will just take a couple turns 
longer to achieve the same effect.

Substitute by having more people do the work. What else are the knights going 
to be doing when they are sitting on the front lines waiting for an attack?

I agree that is what claims are intended to do. I just don't feel they are actually 
having the desired effect. I have yet to hear anyone remark that a war should 
be stopped so the claims could be resolved.
