[Discuss] Declaring War Question

I have one question that I've had a few different answers to and I can't 
spot the answer on the wiki.

Can realmA declare war on realmB if realmB is allied to a confederate of 
realmA?

Some people insist yes (a federation ranks higher than an alliance) 
others say no (a conflict of interest).
