Yes, but I need a bit more time to test it in more regions. So far, in a 
region in my duchy (it is not in my duchy, but a bug makes me only less 
effective there, instead of not effective at all) I could not raise 
loyality (it is at 77%) for some turns now, which is very unusual for 
this region.

Exactly that were my thoughts, just that others can usually word them
