Is the penalty for working outside your region/duchy really that bad?

Still, I don't think it makes much sense that bureaucrats(well, survey 
administration mostly) are less effective in regions outside their 
duchies/regions. These are people who dedicate their whole time to 
keeping up with how the administration works in the realm. I can 
understand the penalties on police work(being in a familiar city as 
opposed to a less familiar one will certainly affect your mens ability) 
and civil work, but is there really so much variance in the paper work 
each region has?
