Does it actually work yet?

>From what I understand, any noble with more good marks than bad (a positive 
rating in the eyes of their liege) is not supposed to be able to be fined. I'm not 
sure about banning. I have a judge character on EC, but I have no way of 
knowing if any particular noble does or does not appear on the list, and I'm not 
about to go through and compare all 100 names in the realm with the list on 
the fines page. Or maybe the names still who up there, and you won't know 
until you actually try to fine them. That would make more sense.
