I don't understand what the big deal is about this... In order to rejoin 
the realm they would need someone to offer them an oath (if not they're 
just a noble and will have basically no income when the new system comes 
around and won't be in an army to see orders).  If you don't want them 
back, don't offer them an oath.  Imho it would be much easier just to 
make it so you can't join a realm just by being in it's capital, make it 
so you have to have an oath offered to you.  Then no need to ban.  If 
one of your lords decides he wants them as a knight, they're his 
responsibility.  You can always ban them once they join your realm again.
