So, instead of deciding whether or not to lift an auto ban, we're deciding 
whether or not to actually issue one in the first place?

I honestly don't see the need for such a change. Yes, I understand the 
reasoning to make people think more locally, but don't think this will 
encourage it - at least, it will be negilible next to the tax system, the 
duchy system, army assignment and so on, once they all kick in.
