I can see how that is really annoying. However, it's probably a sort 
of game balance type of issue. Just like having to pay the salary for 
your dead men so long as your unit doesn't get wiped out.

I would suggest that you start paying your men more often. It can 
give you several days of extra time to wait for the next taxes before 
they desert.
