Yes, but you are widely known to want to turn BattleMaster into a  
game of nothing but warring city-states.  Find 3 other rulers who  
agree with you, and then I'll start to think it means something.

The harm is, at the very least, in significantly weakening the parent  
realm.  And, in case you weren't aware, Tom has said, many times,  
that secession *is* hostile.  Period.  Any secession where the parent  
realm and the seceded realm simply patch up immediately and go on  
happily coexisting side by side is something he will be scrutinizing  
very seriously, and will likely result in lightning bolts for abuse  
of the feature.

If he is changing this now, that's fine by me (I've always thought  
there should be a way to peacefully split a realm)--but this is the  
way it has always been.
