[Discuss] some thoughts for Estates

There is always the possibility of enlarging estates.  I would think 4
people would be sufficient to run almost any region if they had the
largest estates.  The only example I have is of Aix on EI.  That city
requires 22 "estate points" per type for a total of 44.  My large
estate does 12.  I am not sure, but I think the largest non-Lord
estate is 10.  So 4 people would not be quite enough for the 8th
largest city on the island, but it would be pretty close.  I can only
assume that smaller regions would fare better.
