That's not what he was saying. He was saying that since he powergames
and is on very often, he could just decide not to exploit his OOC
advantage by just setting his movement earlier in the turn. He's on
then anyway. The only thing he is doing by setting it later in the
turn is using an OOC advantage to get an IC advantage.
And to those that say "a good tactical mind" is an OOC advantage -- it
can be put in IC terms. Your character can be a good tactician. Your
character cannot be a "late turn mover".
